四川广安市发布加快推进电动汽车充电基础设施建设的实施意见

近日,广安市人民政府办公室《广安市人民政府办公室关于加快推进电动汽车充电基础设施建设的实施意见》。意见称,到2020年,广安将预计新建新能源汽车 充电站12座(不含高速路服务区充电站)、新能源充电桩7400个,覆盖全市加油站、公交汽车首尾站、城区大型停车场、部门相对集中的地点、景区等地。

为认真贯彻落实(shi)《国(guo)务(wu)院办公厅(ting)关(guan)于加快电(dian)动(dong)(dong)汽(qi)车(che)充(chong)电(dian)基础(chu)设(she)(she)施(shi)建(jian)设(she)(she)的(de)指导(dao)意见》(国(guo)办发(fa)〔2015〕73号)和省政府关(guan)于电(dian)动(dong)(dong)汽(qi)车(che)充(chong)电(dian)基础(chu)设(she)(she)施(shi)建(jian)设(she)(she)的(de)安排部署(shu),经(jing)四(si)届(jie)市人民政府第81次常(chang)务(wu)会议审议通过,现就加快推(tui)进电(dian)动(dong)(dong)汽(qi)车(che)充(chong)电(dian)基础(chu)设(she)(she)施(shi)建(jian)设(she)(she)提出如下(xia)实(shi)施(shi)意见。

一、指导思想

认真贯(guan)彻落实中(zhong)、省(sheng)关于加快充(chong)电(dian)(dian)基础(chu)设(she)施(shi)(shi)建设(she)的(de)决(jue)策(ce)(ce)部署(shu),围绕(rao)省(sheng)委、省(sheng)政府“调(diao)结构(gou)、转(zhuan)方(fang)式(shi)、促升级”,结合我(wo)市(shi)(shi)(shi)电(dian)(dian)动(dong)(dong)汽车(che)产(chan)(chan)业发(fa)展实际(ji),将电(dian)(dian)动(dong)(dong)汽车(che)充(chong)电(dian)(dian)基 础(chu)设(she)施(shi)(shi)建设(she)作为新型城(cheng)市(shi)(shi)(shi)基础(chu)设(she)施(shi)(shi)放在更加重要的(de)位置,加强统筹(chou)规划,完善政策(ce)(ce)措施(shi)(shi),激发(fa)市(shi)(shi)(shi)场活力,创新发(fa)展模式(shi),提(ti)高服务水(shui)平,逐步形成适度超前、车(che)桩相 随(sui)、智能高效的(de)充(chong)电(dian)(dian)基础(chu)设(she)施(shi)(shi)体系,促进电(dian)(dian)动(dong)(dong)汽车(che)产(chan)(chan)业发(fa)展和电(dian)(dian)力消费,为全市(shi)(shi)(shi)稳(wen)增长、促改(gai)革、调(diao)结构(gou)、惠民生注入新动(dong)(dong)力。

二、工作目标

按照全省电动汽车充电基础设施建设任务安排,到2020年,全市建设完成大型充电站12座(不含高速公路服务区充电站),其中单独选址和独立供地的公共充 电站6座、停车场充电站(大型停车场及小区停车场配套建设)6座;建成各类充电桩7200个(不含高速公路服务区充电站和充电桩),满足市域内和过境电动 汽车的充电需求。具体建设任务将依据全市电动汽车充电基础设施专项规划确定的规模和布局,分类有序推进实施,确保建设规模适度超前。建立完善的服务标准体 系和市场监管体系,形成统一开放、竞争有序的充电市场,构建可持续发展的“互联网+充电基础设施”产业体系。

三、工作重点(dian)

(一)加强规划引领。根据我市国民经济和社会发展规划、城市总体规划,编制完善我市电动汽车充电基础设施专项规划。一是完善独立占地充电基础设施布局,将 充电站、独立充电桩等多种公共充电设施准确定位。二是各类建筑配建要求:原则上新建住宅配建停车位应全部建设充电设施或预留建设安装条件,大型公共建筑物 停车场、社会公共停车场建设充电设施或预留建设安装条件的车位比例不低于10%;每2000辆电动汽车至少考虑配套建设1座公共充电站;研究制定老旧住宅 小区充电设施配建比例。各区市县要根据市上统一部署,制定充电基础设施建设方案,将其纳入本地城乡规划和配电网建设改造规划。市本级于2016年12月底 前完成规划编制任务,各区市县于2017年3月底前制定充电基础设施建设方案并报市发展改革委。

(二)推进设施建设。结合我市电动汽车推广应用实际,分类有序推进充电基础设施建设,确保建设规模适度超前。公共充电站建设由市发展改革委牵头,会同市经 济和信息化委、市国土资源局、市规划局等部门统筹规划,按程序报批后逐年实施;具有便民性质的“路边充电桩”和各类临时停车场建设的“临时充电桩”由各区 市县、园区按照建设任务具体落实规划选址和建设条件;利用较大的公共停车场、人口密集区(重要商圈和小区等)较大停车场建设的停车场充电站,由业主根据城 市规划和市场需求自行组织建设;对于私家车、单位用车等零星电动汽车自主配建的充电桩,要在遵循国家及地方充电设施管理的法律法规、技术规范标准的前提 下,由车主自行改造、建设,县级相关部门积极协调解决电力接入、条件预留等建设过程中的困难和问题。

(三)简化行政审批。市级相关部门要按照简政放权、放管结合、优化服务的要求,研究制定充电基础设施建设施工安装报建流程,加快办理速度。个人和单位在自 有停车库、停车位建设安装充电设施的,无需办理建设用地规划许可证、建设工程规划许可证和施工许可证。建设城市公共停车场充电桩,无需为同步建设充电桩群 等充电基础设施单独办理建设工程规划许可和施工许可。新建独立占地的集中式充换电站应通过有关部门备案后,办理建设用地规划许可、建设工程规划许可和施工 许可、环评审批等许可。充电设施建成后,按照“谁投资谁验收”的原则组织工程竣工验收,消防、环境保护、住房城乡建设、规划、国土资源、供电等单位根据各 自职能职责,依法对充电设施项目进行检查指导并按相关规定进行验收。

(四)培育充电市场。坚持政府推动与市场运作相结合,充分发挥市场主导作用,引导社会资本积极参与充电基础设施体系建设运营,积极推进纯电动新能源汽车推 广应用。2017年7月起,鼓励新增城市公交客车、旅游客车、公务车、环卫车、邮政车等公共服务领域优先购买纯电动新能源汽车。鼓励运营企业建立充电服务 移动客户端公共服务平台,通过“互联网+”拓展相关增值服务。鼓励车主和单位自建的停车位充电桩通过“互联网+”的模式实现社会共享并为投资者带来投资回 报。相关交易平台企业要强化服务和诚信体系建设,鼓励分时租赁与分期租赁相结合,灵活采用“车电分离、裸车购买、电池租赁、整车租赁”等适合模式。

四(si)、政策支持

(一)落实土(tu)地(di)(di)(di)供应政策。国土(tu)资源部(bu)门要(yao)加大对充(chong)电基(ji)础(chu)设(she)施(shi)建设(she)用(yong)(yong)(yong)地(di)(di)(di)支(zhi)持(chi)力度,将独立占地(di)(di)(di)的集中式充(chong)电站(zhan)用(yong)(yong)(yong)地(di)(di)(di)纳入公(gong)(gong)用(yong)(yong)(yong)设(she)施(shi)营业(ye)网点用(yong)(yong)(yong)地(di)(di)(di)范围(wei),参(can)照加油加气 站(zhan)用(yong)(yong)(yong)地(di)(di)(di)供应模式,优先安排土(tu)地(di)(di)(di)供应。临街充(chong)电设(she)施(shi)建设(she)免(mian)收占道费和土(tu)地(di)(di)(di)费用(yong)(yong)(yong)。新建项目(mu)用(yong)(yong)(yong)地(di)(di)(di)需配(pei)(pei)建充(chong)电基(ji)础(chu)设(she)施(shi)的,可将配(pei)(pei)建要(yao)求纳入土(tu)地(di)(di)(di)供应条(tiao)件,在(zai)(zai)不变更 土(tu)地(di)(di)(di)使用(yong)(yong)(yong)权人的前提(ti)下,允(yun)许土(tu)地(di)(di)(di)使用(yong)(yong)(yong)权人与其他市场(chang)主体合作投(tou)资建设(she)充(chong)电基(ji)础(chu)设(she)施(shi)。鼓励在(zai)(zai)已有各类(lei)建筑物配(pei)(pei)建停车(che)场(chang)、公(gong)(gong)交场(chang)站(zhan)、社会公(gong)(gong)共停车(che)场(chang)、高速(su)公(gong)(gong)路 服务区等(deng)场(chang)所配(pei)(pei)建充(chong)电基(ji)础(chu)设(she)施(shi)。

(二)落实价(jia)(jia)(jia)格(ge)优(you)惠政(zheng)(zheng)策。公用充(chong)(chong)(chong)(chong)电(dian)(dian)(dian)(dian)(dian)设(she)施执行(xing)大工业用电(dian)(dian)(dian)(dian)(dian)价(jia)(jia)(jia)格(ge),2020年(nian)前(qian)免收(shou)(shou)基本(ben)电(dian)(dian)(dian)(dian)(dian)费。其(qi)他充(chong)(chong)(chong)(chong)电(dian)(dian)(dian)(dian)(dian)设(she)施按(an)其(qi)场所执行(xing)分类目录电(dian)(dian)(dian)(dian)(dian)价(jia)(jia)(jia)。允许充(chong)(chong)(chong)(chong)电(dian)(dian)(dian)(dian)(dian)服(fu)务企业向用户(hu)收(shou)(shou) 取(qu)电(dian)(dian)(dian)(dian)(dian)费及服(fu)务费,电(dian)(dian)(dian)(dian)(dian)动(dong)汽车(che)充(chong)(chong)(chong)(chong)换(huan)电(dian)(dian)(dian)(dian)(dian)服(fu)务收(shou)(shou)费实行(xing)政(zheng)(zheng)府(fu)指(zhi)(zhi)导价(jia)(jia)(jia)管理。为鼓励推广使用电(dian)(dian)(dian)(dian)(dian)动(dong)汽车(che),引导充(chong)(chong)(chong)(chong)电(dian)(dian)(dian)(dian)(dian)基础设(she)施企业有(you)序(xu)发(fa)(fa)展,2020年(nian)前(qian),对纯电(dian)(dian)(dian)(dian)(dian)动(dong)汽车(che)充(chong)(chong)(chong)(chong)电(dian)(dian)(dian)(dian)(dian)服(fu) 务价(jia)(jia)(jia)格(ge)按(an)充(chong)(chong)(chong)(chong)电(dian)(dian)(dian)(dian)(dian)电(dian)(dian)(dian)(dian)(dian)量(liang)收(shou)(shou)取(qu),对纯电(dian)(dian)(dian)(dian)(dian)动(dong)汽车(che)换(huan)电(dian)(dian)(dian)(dian)(dian)服(fu)务价(jia)(jia)(jia)格(ge)按(an)车(che)辆行(xing)驶里程收(shou)(shou)取(qu),充(chong)(chong)(chong)(chong)电(dian)(dian)(dian)(dian)(dian)服(fu)务费的政(zheng)(zheng)府(fu)指(zhi)(zhi)导价(jia)(jia)(jia)格(ge)由市(shi)发(fa)(fa)展改革委按(an)规定制定。

(三)落(luo)(luo)实财(cai)(cai)(cai)税支(zhi)持政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)。发(fa)展(zhan)改革、财(cai)(cai)(cai)政(zheng)(zheng)(zheng)(zheng)部门(men)要(yao)贯彻落(luo)(luo)实好中央(yang)、省“十三五”期(qi)间促进充(chong)电(dian)基(ji)础设(she)施(shi)(shi)(shi)建(jian)设(she)的(de)(de)(de)相关政(zheng)(zheng)(zheng)(zheng)策(ce)(ce),加大对(dui)充(chong)电(dian)基(ji)础设(she)施(shi)(shi)(shi)建(jian)设(she)支(zhi)持力度,积极 争取上级专(zhuan)项补(bu)助资(zi)金。同时(shi),在(zai)(zai)全面落(luo)(luo)实中、省财(cai)(cai)(cai)政(zheng)(zheng)(zheng)(zheng)补(bu)贴(tie)政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)的(de)(de)(de)基(ji)础上,再由市(shi)、县(xian)(含园区)财(cai)(cai)(cai)政(zheng)(zheng)(zheng)(zheng)筹措专(zhuan)项资(zi)金支(zhi)持充(chong)电(dian)基(ji)础设(she)施(shi)(shi)(shi)建(jian)设(she),可按(an)(an)不高于项目(mu)设(she)备(bei)投 资(zi)的(de)(de)(de)20%给(ji)(ji)予补(bu)助(单个(ge)(ge)项目(mu)补(bu)助资(zi)金最高不超过200万(wan)元)。各县(xian)市(shi)区、园区要(yao)根(gen)据(ju)中、省、市(shi)有关支(zhi)持政(zheng)(zheng)(zheng)(zheng)策(ce)(ce),做(zuo)到应补(bu)尽(jin)补(bu)、据(ju)实兑付,积极发(fa)挥财(cai)(cai)(cai)政(zheng)(zheng)(zheng)(zheng)资(zi)金 的(de)(de)(de)杠(gang)杆(gan)作用,调动(dong)各类(lei)市(shi)场主(zhu)体参(can)与(yu)电(dian)动(dong)汽(qi)车(che)(che)(che)(che)充(chong)电(dian)基(ji)础设(she)施(shi)(shi)(shi)建(jian)设(she)的(de)(de)(de)积极性。鼓(gu)励(li)个(ge)(ge)人消费(fei)者购(gou)置纯(chun)电(dian)动(dong)新(xin)(xin)能(neng)源汽(qi)车(che)(che)(che)(che),落(luo)(luo)实国(guo)家免征纯(chun)电(dian)动(dong)新(xin)(xin)能(neng)源汽(qi)车(che)(che)(che)(che)车(che)(che)(che)(che)辆购(gou)置税政(zheng)(zheng)(zheng)(zheng)策(ce)(ce) 及中央(yang)财(cai)(cai)(cai)政(zheng)(zheng)(zheng)(zheng)对(dui)购(gou)买纯(chun)电(dian)动(dong)新(xin)(xin)能(neng)源汽(qi)车(che)(che)(che)(che)的(de)(de)(de)补(bu)贴(tie)政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)。并对(dui)从市(shi)内(nei)(nei)汽(qi)车(che)(che)(che)(che)经销(xiao)商(经营场地及税费(fei)解(jie)缴关系在(zai)(zai)本市(shi)内(nei)(nei))新(xin)(xin)购(gou)置、注册登记于市(shi)内(nei)(nei)的(de)(de)(de)纯(chun)电(dian)动(dong)新(xin)(xin)能(neng)源汽(qi)车(che)(che)(che)(che)(二手 车(che)(che)(che)(che)除外),由市(shi)和经销(xiao)商所在(zai)(zai)区市(shi)县(xian)(园区)两级财(cai)(cai)(cai)政(zheng)(zheng)(zheng)(zheng)分别(bie)按(an)(an)中央(yang)财(cai)(cai)(cai)政(zheng)(zheng)(zheng)(zheng)补(bu)贴(tie)标准(zhun)的(de)(de)(de)15%(共计30%)给(ji)(ji)予地方配套性质的(de)(de)(de)再补(bu)贴(tie)。

五、保障(zhang)措施

(一)加强组织领导(dao)。建立由市发(fa)展改(gai)革委(市能源办)牵(qian)头,市财政、经济和信(xin)息化、国土资源、住房城乡建设、规划、环境保护、交通(tong)运(yun)输(shu)、城管执法、质监、 安全(quan)(quan)监管、消防、电(dian)(dian)力等相关部门和单(dan)位及各(ge)区(qu)市县政府(fu)、园(yuan)区(qu)管委会紧(jin)密配合(he)的协(xie)(xie)同推进机制(zhi),统筹协(xie)(xie)调(diao)全(quan)(quan)市电(dian)(dian)动汽车(che)(che)充(chong)电(dian)(dian)基(ji)础设施建设工(gong)作中的重大(da)事(shi)项,定期 调(diao)度、考核(he)工(gong)作进展情况。各(ge)区(qu)市县、园(yuan)区(qu)也要成(cheng)立相应机构,切(qie)实加强领导(dao),全(quan)(quan)力推进电(dian)(dian)动汽车(che)(che)充(chong)电(dian)(dian)基(ji)础设施建设。

(二)明(ming)确工作(zuo)(zuo)职责(ze)(ze)(ze)(ze)(ze)。发展(zhan)改革(ge)(物(wu)价(jia))部(bu)门(men)负(fu)(fu)责(ze)(ze)(ze)(ze)(ze)编制(zhi)电(dian)(dian)(dian)(dian)(dian)动汽(qi)车(che)(che)(che)充(chong)电(dian)(dian)(dian)(dian)(dian)基(ji)础设(she)(she)(she)(she)施(shi)(shi)专项规(gui)划(hua),依照有关(guan)(guan)规(gui)定(ding)对新建独立占地(di)的(de)(de)(de)(de)集(ji)中式充(chong)电(dian)(dian)(dian)(dian)(dian)站(zhan)(zhan)(zhan)项目(mu)实(shi)行备案管(guan)理;负(fu)(fu)责(ze)(ze)(ze)(ze)(ze)监(jian)督(du) 执(zhi)行国家已(yi)出台的(de)(de)(de)(de)相关(guan)(guan)电(dian)(dian)(dian)(dian)(dian)价(jia)政策,制(zhi)定(ding)充(chong)电(dian)(dian)(dian)(dian)(dian)服务费(fei)分(fen)类(lei)指导(dao)价(jia),并做(zuo)(zuo)好(hao)日常(chang)运营(ying)过程(cheng)(cheng)中的(de)(de)(de)(de)价(jia)格监(jian)管(guan)工作(zuo)(zuo)。经济(ji)和信息(xi)化部(bu)门(men)负(fu)(fu)责(ze)(ze)(ze)(ze)(ze)全(quan)市电(dian)(dian)(dian)(dian)(dian)动汽(qi)车(che)(che)(che)产业发展(zhan)、推(tui)(tui)广(guang)和应 用(yong)。规(gui)划(hua)部(bu)门(men)负(fu)(fu)责(ze)(ze)(ze)(ze)(ze)电(dian)(dian)(dian)(dian)(dian)动汽(qi)车(che)(che)(che)充(chong)电(dian)(dian)(dian)(dian)(dian)基(ji)础设(she)(she)(she)(she)施(shi)(shi)建设(she)(she)(she)(she)规(gui)划(hua)布局,依据城市整体规(gui)划(hua)对新建独立占地(di)的(de)(de)(de)(de)集(ji)中式充(chong)电(dian)(dian)(dian)(dian)(dian)站(zhan)(zhan)(zhan)依法(fa)(fa)按(an)程(cheng)(cheng)序进行审(shen)批。财(cai)(cai)政部(bu)门(men)负(fu)(fu)责(ze)(ze)(ze)(ze)(ze)落实(shi)电(dian)(dian)(dian)(dian)(dian)动汽(qi)车(che)(che)(che)充(chong)电(dian)(dian)(dian)(dian)(dian)基(ji) 础设(she)(she)(she)(she)施(shi)(shi)建设(she)(she)(she)(she)的(de)(de)(de)(de)财(cai)(cai)政支持政策,按(an)规(gui)定(ding)程(cheng)(cheng)序做(zuo)(zuo)好(hao)财(cai)(cai)政资(zi)金的(de)(de)(de)(de)拨(bo)付和监(jian)管(guan)工作(zuo)(zuo)。国土资(zi)源部(bu)门(men)负(fu)(fu)责(ze)(ze)(ze)(ze)(ze)充(chong)电(dian)(dian)(dian)(dian)(dian)站(zhan)(zhan)(zhan)(桩(zhuang))及相关(guan)(guan)辅助设(she)(she)(she)(she)施(shi)(shi)建设(she)(she)(she)(she)的(de)(de)(de)(de)用(yong)地(di)保障。住(zhu)(zhu)房城乡建设(she)(she)(she)(she)部(bu)门(men)负(fu)(fu)责(ze)(ze)(ze)(ze)(ze) 住(zhu)(zhu)宅小(xiao)区配建停(ting)车(che)(che)(che)位(wei)、大(da)型公共建筑物(wu)配建停(ting)车(che)(che)(che)场、社会公共停(ting)车(che)(che)(che)场充(chong)电(dian)(dian)(dian)(dian)(dian)基(ji)础设(she)(she)(she)(she)施(shi)(shi)建设(she)(she)(she)(she)推(tui)(tui)进工作(zuo)(zuo),并指导(dao)做(zuo)(zuo)好(hao)充(chong)电(dian)(dian)(dian)(dian)(dian)设(she)(she)(she)(she)施(shi)(shi)建设(she)(she)(she)(she)施(shi)(shi)工管(guan)理和检查工作(zuo)(zuo)。消(xiao)防、安(an)全(quan)监(jian)管(guan)、 质监(jian)、环境(jing)保护部(bu)门(men)按(an)照各自职责(ze)(ze)(ze)(ze)(ze)做(zuo)(zuo)好(hao)电(dian)(dian)(dian)(dian)(dian)动汽(qi)车(che)(che)(che)充(chong)电(dian)(dian)(dian)(dian)(dian)设(she)(she)(she)(she)施(shi)(shi)安(an)全(quan)管(guan)理、环境(jing)管(guan)理、监(jian)测和计量(liang)监(jian)督(du)管(guan)理等相关(guan)(guan)工作(zuo)(zuo),加强对项目(mu)建设(she)(she)(she)(she)和运营(ying)工作(zuo)(zuo)的(de)(de)(de)(de)服务指导(dao)。供电(dian)(dian)(dian)(dian)(dian)单位(wei) 负(fu)(fu)责(ze)(ze)(ze)(ze)(ze)充(chong)电(dian)(dian)(dian)(dian)(dian)设(she)(she)(she)(she)施(shi)(shi)的(de)(de)(de)(de)电(dian)(dian)(dian)(dian)(dian)网接(jie)入工作(zuo)(zuo),做(zuo)(zuo)好(hao)配套(tao)电(dian)(dian)(dian)(dian)(dian)网建设(she)(she)(she)(she)和改造,研究(jiu)提出方便单位(wei)和个人在充(chong)电(dian)(dian)(dian)(dian)(dian)站(zhan)(zhan)(zhan)(桩(zhuang))建设(she)(she)(she)(she)过程(cheng)(cheng)中提出的(de)(de)(de)(de)用(yong)电(dian)(dian)(dian)(dian)(dian)申请(qing)受理、供电(dian)(dian)(dian)(dian)(dian)方案确认、接(jie)电(dian)(dian)(dian)(dian)(dian)装表等措(cuo) 施(shi)(shi)和办(ban)法(fa)(fa),落实(shi)本系统承(cheng)担的(de)(de)(de)(de)充(chong)电(dian)(dian)(dian)(dian)(dian)站(zhan)(zhan)(zhan)(桩(zhuang))建设(she)(she)(she)(she)任务。

(三)强(qiang)化安(an)(an)全(quan)(quan)监(jian)管(guan)。安(an)(an)全(quan)(quan)监(jian)管(guan)、消防(fang)、质监(jian)及(ji)(ji)主管(guan)部门要(yao)依法加(jia)(jia)强(qiang)对充电(dian)基(ji)础设施(shi)运营企业安(an)(an)全(quan)(quan)管(guan)理有(you)关制度和(he)标准落(luo)实(shi)情况的(de)监(jian)督检(jian)查(cha),加(jia)(jia)大对私拉乱接电(dian)线、 违规(gui)(gui)用电(dian)、不规(gui)(gui)范建设施(shi)工等行为的(de)查(cha)处力度。依法依规(gui)(gui)对充电(dian)基(ji)础设施(shi)实(shi)施(shi)消防(fang)设计审核、消防(fang)验(yan)收以及(ji)(ji)备案(an)抽查(cha),并(bing)加(jia)(jia)强(qiang)消防(fang)监(jian)督检(jian)查(cha)。充电(dian)基(ji)础设施(shi)运营和(he)使 用单位或个人,要(yao)加(jia)(jia)强(qiang)对充电(dian)基(ji)础设施(shi)及(ji)(ji)其设置(zhi)场所的(de)日常消防(fang)安(an)(an)全(quan)(quan)检(jian)查(cha)及(ji)(ji)管(guan)理,及(ji)(ji)时消除安(an)(an)全(quan)(quan)隐患。

(四)加(jia)强(qiang)(qiang)舆论(lun)宣(xuan)(xuan)传。充(chong)(chong)分利用(yong)电(dian)(dian)视(shi)、广(guang)播、报刊、网络等媒体,宣(xuan)(xuan)传充(chong)(chong)电(dian)(dian)设(she)施(shi)的使用(yong)及发展成果,不断(duan)提高全(quan)社会的认知度和接受度。加(jia)强(qiang)(qiang)舆论(lun)监督(du),曝光阻碍充(chong)(chong)电(dian)(dian)设(she)施(shi)建设(she)、损害消(xiao)费者权益等行为,形(xing)成有利于充(chong)(chong)电(dian)(dian)基础(chu)设(she)施(shi)发展的良(liang)好舆论(lun)氛围。
